You get tabs by using a different browser.
I am using PerfectBrowser & it has all the features that safari should have come with but didn't.

my personal favourite is atomic web browser. it's super stable and easy to use. my only problem with it is it can't store passwords.
as for contacts, i found this guide, but i haven't personally tried it. Sync & import Google Gmail Contacts on iPad
