No. IE does not exist for iOS. Alternative browsers are available if Safari doesn't do what you require, but IE is not one of them.

There is a web cam I wanted to look at and it won t work on the iPad-says it needs Firefox or IE. any suggestions?

Maybe the webcam video is Flash based, which means it can't play directly on the iPad. There are various work arounds, such as iSwifter and skyfire.
