No. If you don't have a network to connect to you need 3G.

If you have a wifi only iPad and there's no regular wifi signal available,you can connect to a wifi hotspot from your phone if your phone supports it and you activate the feature with your cellular service provider. You can also use a mifi device to generate the portable hotspot. The mifi device requires activation through a cellular network to work. You will also need a cellular data plan for the mifi.
