I've been out of the loop for a few months and just getting back into it. New to me since I left: dogs & cats, coffee, land expansion, and vouchers.

Anything else new I should know about?

Also, does Tom get anything really useful yet, like building materials or deeds/mallets/markers?

With the last update that included the land expansions and coffee they also added a few new products. Raspberry and blackberry muffins and red berry cake.

Tom doesn't get any of the building or expansion stuff. I doubt he ever will. I'll get him occasionally for shovels, bars and jewelry. Mining materials are sometimes hard to come by.
