I can see the battery charge and the bell for volume but I can't see anything else or move the page

Hi Sahealy - welcome to the forum!

First, I'm assuming that you are talking about an iPad? Maybe some more information may help, i.e. which model, new vs. old, any recent damage, like a drop?

Second, just for a try - do a 'Reset' - Directions HERE and see what happens?

Finally, if the battery may be 'exhausted' a prolonged charge might help - but please provide some more info, do a 'reset', and post back here the results - good luck!
