An anyone advise why the "never" in the Auto Lock function is not available on my iPad3?

If your iPad is administered by your company they can lock down certain security features. Auto lock is one of them.

Thanks for the response. No its my iPad and I don't have the device with cellular access only wifi?

Hmm.

I'm not certain about his; because I don't' use one, but: I think the Never option also goes away if you assign a passcode or password to unlock the iPad.

Twerppoet is correct, it does change when you turn Passcode lock on and Never disappears.
