Seems like using Sakura n Cold or cold hybrid is best bet for Paper Dragon.

I've tried many different combos and can't seem to get my first rainbow. I'm only level 19 so I'm not sure if that is affecting my chances. Since you are all much more experienced them me, for sure, I would appreciate any suggestions. I also have been trying to get the bluefire with no luck either. These are the only two dragons I have left to get on my "goals." :D Thank you!!!
