Well it only costs 75 gems to buy, so don't spend too many gems on it.
edit: I'm thinking that message might be coming up because it's there new way of limiting fragments without it being so obvious. I'm getting the message now too after winning 2 fragments within 10 races.

Weeeak. It does appear the wheel goes to the same 6-7 spot from the start. My small friend list either stopped playing or people I've given multiple gems to have failed to reciprocate. So please feel free to add me, I don't have anyone to give me gems to now!
