While a hard copy User Manual was not included in the box when you received your new iPad, a link to an online manual is included (by default by Apple). To access the online manual for your particular device, go to your Safari app and in the bookmarks (the open book icon), there will be a book mark for the manual.
Or, you can download iBooks (free) and then get the PDF version of the iPad manual for free from the Apple book store (accessed via iBooks). Apple also offers a free manual to understanding and working with iOS 6.
Just so that everyone knows that Apple has provided manuals for both the iPad and the iOS - free of charge...
