Scrolling through iOS?
A client at work yesterday had adjusted their settings somehow so that instead of being able to use the normal touch screen it was scrolling through everything like an old blackberry with the scroll ball. It would outline everything and when you swipe your finger it would move over to the next app or touchable point in that direction. Once you reached what you wanted you would double tap anywhere on the screen and it would tap that one spot. I was wanting to know what he did partly to mess with my brother in law and partly to know how to undo it if I see it again without having to reset all their settings.
Sounds like he activated the Voice Over accessibility feature. You'll find those setting under General > Accessibility. He probably had his iPad muted or the sound turned down, or you would have heard it speak the various icons and settings out loud.
