Restore from iCloud or iTunes?

I haven't found a definitive answer yet, but if I have my iPad3 backing up to iCloud, do I need to set up a new Mini using iTunes? I can't restore from my iCloud backup to the new Mini?

You can do either, if you want it to have the exact same settings, then restore from iCloud, if you don't then set it up as new.
