Is it ok to charge an iPad 2 with an iPhone 4 charger?

Yes. Just takes longer. Same with USB. Takes longer.
Good thing though is to turn it off.

Yes - no problem - but the iPhone4 charger is rated at 900mA and the iPad charger at 2A, so it will take about twice as long to charge your iPad using the iPhone charger.
