Personal hotspot

My iPad 3 cannot cannot provide wifi connection to my iPhone 5, MacBook and other devices

Does your iPad have cellular connection? If it's the wifi-only model, you can't use it as a hotspot :(

It is wifi plus cellular

The DICP is not generating IP More 169...

The WiFi hotspot feature has to be activated by your cellular carrier before it will work. Some carriers charge a fee for using this feature.

Is the ipad 2 has an hotspot?

No, the personal hotspot feature is only available for the iPad 3 and later.
