I spent the last half-hour experimenting and I can the report the following:

"Soul Net" does not activate black wraiths in your city (not sure if that's by design or not) - it activates them in neighbour cities, 100%, without doubt - five at a time. Banishing them gives you the items you need to build Halloween houses and you get a stack of aerosols, so it's pretty useful.

I've left my game running for 30 minutes, and in that time, I've had three whites (which I banished) and one black wraith (also banished). Tried a lot of things, and nothing seems to get the black wraiths to replenish. Three days of game play and up to seven black wraiths (out of 60) - long way to go!

I got them using soul net while visiting neighbours and clicking on black wraiths.
Regarding black wraiths and soul net, this is how it works:
- when you activate soul net, it lasts for 6 minutes and you get 2 black wraiths in your city, first after approx 2 minutes and second after 2 minutes more
- you can use remaining 2 minutes to visit neighbours and click on black wraiths there to get items for the halloween shop and aerosols
- I noticed that sometimes black wraiths appear randomly in your city, but not more than few daily. I dont know if kicking white ghosts help with that.
